The objective of the National Housing Labelling Programme is to introduce the "Energy Efficiency Label" as an instrument that provides information to users on the energy performance of a house and constitutes an additional decision-making tool when carrying out a real estate operation, evaluating a new project or carrying out interventions in existing houses. On the long term, this instrument generates a distinctive seal that has an impact on the market value of a property, promoting investment, development and local jobs.
The programme, which benefits from EU financial support through the cooperation project "Energy Efficiency in Argentina", has been declared a legislative interest by the Unicameral of the Government of Cordoba. The event was co-organized by the project "Energy Efficiency in Argentina", the Faculty of Architecture, Urbanism and Design (UNC) and the Cordoba Energy Committee (CEC) of the Centro de Investigaciones y Estudios sobre Cultura y Sociedad (CIECS) of CONICET and UNC. The program is promoted by the Coordination of Energy Efficiency in Buildings and Public Sector, of the Energy Secretariat of the Nation.
The activities continued with the "Third Workshop of the Learning Network of Cordoba", which took place at the company ARCOR, with the participation of 10 other companies from the province. During the workshop, the energy consumption of the companies was analyzed, equipment, systems and processes were identified, yields were determined and, finally, energy saving opportunities were detected.
The Learning and Energy Management Networks have the objective to optimize the energy performance of its member organizations. They are made up of 10-15 organizations that set a joint goal based on the identified potentials for improvement and they meet periodically to exchange experiences and progress. Within the framework of these networks, workshops are developed. They consist of trainings in energy analysis tools for the diagnosis and development of the management system. During the workshops, the knowledge acquired on the most determining requirements of the management system is put into practice directly on the processes and activities of the companies, which are: Energy Review, Operational Controls and Follow-up, measurement and verification of savings. Participating companies must provide the Network with basic information on production and activity, systems and energy consumption according to energy sources.
The activities in Cordoba ended with a visit to the plant of the Refrigerated Food company, ARSA (formerly part of the Sancor Group). The energy savings data collected by the company were verified by José Luis Larregola and Andrea Afranchi, experts of the cooperation project "Energy Efficiency in Argentina" financed by the European Union. According to these data, in the past 7 months (April - October 2019), the company saved 8% in electrical energy with an estimate of reaching 14% at the end of the operating phase of the system.
