House Energy Labeling Course for Trainers

The Course on House Energy Labeling for Trainers was carried out from March 9 to 13 and took place at the headquarters of the Professional Council of Telecommunications Engineers (COPITEC). Aiming to generate capacities throughout the country and form a unique registry of trainers, the course was organized by the National Housing Labeling Program- Secretary of Energy, and the EU-financed project "Energy Efficiency in Argentina".

A total of 80 professionals from different provinces of the country and the City of Buenos Aires participated. They were selected mainly taking into account their participation in the past editions of the Housing Labeling Course, pilot tests and their academic / professional background.
 
The course was opened by Ing. Florencia Donnet, Coordinator of the National Program for Housing Labeling, Ing. Tulio Briasco, Vice President of COPITEC, Lic. Esteban Lancer, Advisor to the Secretary of Energy, Eng. Alfredo Caprile, Team Leader of the EU-financed project "Energy Efficiency in Argentina", and Mrs. Barbara Roces, Delegate of the Embassy of the European Union in Argentina who highlighted the relevance of the event and its importance for the European Union, within the framework of the “Green Deal". Mrs Roces also stressed that Europe is on the way to becoming the first CO2-neutral continent, promoting an energy and ecological transition, highlighting energy efficiency as the first source of energy.
 
The course, with a high theoretical-practical content, was divided into four modules:
1) Housing Energy Certification in Europe2) Criteria for defining the study system3) Indicators. Interpretation of results4) Evaluation of improvements.
 
The objective is to implement tools that will be fundamental to technically strengthen all the provinces of the country by training personnel who can introduce the Energy Efficiency Label as an instrument that provides information to users about the energy benefits of a home, whoch can constitute an additional tool when carrying out a real estate operation, evaluating a new project or carrying out interventions on existing homes.
 
The course was delivered by Argentine and European experts in the matter:  
Florencia Donnet: Coordinator of Energy Efficiency in Buildings and the Public Sector, at the National Energy Secretariat. Responsible for the management of the National Housing Labeling Program.
Roque Stagnitta: Technical Advisor on Energy Efficiency in the State Secretariat for Energy of the Province of Santa Fe. Collaborator in national energy efficiency programs in multiple sectors. Since 2013, he has been involved in the Housing Labeling Program, at provincial and national level.
Jose Luis Larregola: Expert EU-financed project "Energy Efficiency in Argentina"
Fabian Lopez Plazas: Founding Partner of Societat Orgànica, since 2004, specialized in analysis and energy improvement of buildings. Postgraduate professor in architecture and sustainability at various professional colleges and universities in Spain.
 
The training corse proved to be an excellent public policy tool developed by the public sector, with a strong collaboration on behalf of the European Union.
 
So far, a total of 17 courses have already been developed within the framework of the National Housing Program, 675 professionals were trained throughout the country and 1,410 homes were certified in the framework of pilot implementation experiences.
 
Mr. López Plazas highlighted the high level of preparation of the Argentine professionals and the quality of the program, proving robust traceability and processes comparable to European standards:
